Each year, an Education (School Staffing) Order in Council is made under section 582 of the Education and Training Act 2020.

The order establishes the entitlements and limitations on staffing for schools and kura. Teachers’ collective agreements also help determine some staffing provisions.

Summary of your school’s staffing cycle

The September provisional staffing round provides your board with a minimum level of entitlement staffing for the following year.

In the 1 March roll confirmation process, we use your actual roll at 1 March to confirm or increase your provisional staffing allocation.

The staffing cycle works as follows:

  1. Your board completes the 1 July roll return and sends it to us.

  2. We publish your provisional roll in September. This is a prediction of the next year's roll and your provisional entitlement staffing based on roll returns from the last 3 years. This is your school's minimum staffing for the next year. If your entitlement staffing is to be reduced, the board needs to consider if staff positions should be disestablished.

  3. Your board can request a review of the provisional roll if it believes our estimate is inaccurate.

  4. Your board completes the 1 March roll return and sends it to us.

  5. We recalculate your entitlement staffing for the year using your 1 March roll and this confirms or increases your entitlement.

  6. If your roll grows and generates a higher staffing entitlement than what was confirmed, apply for a staffing roll increase.
