When you can apply for an increase
School boards can apply for a staffing increase from when the confirmed roll is published in April until the last Friday of November every year.
To apply, the following conditions must be met:
- The permanent daily roll has increased and stayed at this level for 5 school days. An increase may be approved sooner by the manager of your regional office or the manager of Operational Resourcing and Funding.
- The new staffing roll must generate additional entitlement staffing above your current entitlement.

If your school is being staffed on your provisional entitlement, you can only apply for a staffing increase when your roll exceeds the provisional entitlement.
For secondary and composite schools, we may audit the school roll before we agree to an increase.
Conditions for staffing increases
You can only make fixed-term appointments with extra staffing entitlement generated by a roll increase. This applies to units, middle management allowances (MMAs) and senior management allowances (SMAs).
Your school’s confirmed staffing entitlement may mean you need to tell us before making permanent appointments. If your staffing roll grows after 1 March, you still need to tell us of any appointments your school board makes. Boards do not need to get our approval to make a permanent appointment.

To apply for a staffing increase, complete this form.
If you're a primary school, intermediate school or restricted composite school, send your application to your regional office.
If you're a secondary school, composite school, or specialist school, send your application to the resourcing team.

Changes in the number of Māori Medium Immersion students
If your school has more Māori Medium Immersion ākonga | students part-way through a year, this could increase your staffing entitlement.
Use the staffing roll change request form to tell us about this change if it wasn't in your most recent roll return.
