Requirements for ICT upgrades#

When upgrading your ICT network, you must:

  • use an approved ICT contractor
  • implement a network that meets our current technical standards
  • submit your network design to us for approval before you begin work
  • run a tender process using the Government Electronic Tenders Service (GETS) if the total project cost is $100,000 or more.

This process is for school-led ICT projects. It will help your new network meet our performance, safety and security standards.

Projects led by us, or are part of Te Mana Tūhono, may follow a different process.

  1. Define your project outcomes

    Knowing what you want your upgrade to achieve will help you when you request quotes from project managers and ICT contractors.

  2. Gather information on your current network and cabling

    Collect all the documents you have for previous ICT work and upgrades.

    This could be work that was:

    • part of the School Network Upgrade Project (SNUP)
    • part of the Wireless School Network Upgrade Programme (WSNUP)
    • arranged independently by your school
    • arranged by our Capital Works team.
  3. Appoint a project manager

    The project manager might be:

    • a current school staff or board member (for small projects only)
    • the project manager who is responsible for the wider property project
    • a specialised ICT project manager.

    We recommend using a project manager from our approved ICT contractor list or our property project and programme management (PPPM) panel. If your project manager is not an ICT specialist, you may need to hire an approved ICT contractor to complete some of the steps in this process.

  4. Complete an audit of your school's current network and cabling

    We recommend the audit is completed by an approved ICT contractor familiar with our technical standards.

    The audit should:

    • assess the current condition of your network
    • discover any information not covered in your documentation.
  5. Confirm a design

    Your project manager will use your project outcomes and the information gathered to create a network design for your school.

    Once you have confirmed the design meets your school's needs, submit it to us for assessment against our technical standards.

  6. Appoint an ICT contractor to do the installation work

    You must use an ICT contractor from the approved list. Avoid using the same ICT contractor for project management and installation.

    If the expected value of the project is $100,000 or more, you must advertise the opportunity on GETS.

  7. Schedule the upgrade work

    Work with your project manager and ICT contractor to schedule the work for a time that suits your school. You should take into account how long the work will take and the level of disruption it will cause.

  8. Complete the work

    Your ICT contractor will complete the installation and configuration work.

  9. Test the upgraded network

    Your ICT contractor should test the network to make sure it is fully operational.

  10. Complete quality assurance checks

    Your project manager should review the installation and as-built documents provided by the ICT contractor against our ICT standards. They should also complete on-site quality assurance checks to confirm they are satisfied with the work completed.

  11. File and pass on all as-built documents

    Once your project manager has received all as-built documents, they can sign off on the project as completed to standard.

    Your ICT contractor will also send us all as-built documents and records of the work completed.

  12. File all warranty documents

    Your ICT contractor will provide you with all warranty documents for:

    • the equipment installed (manufacturer's warranty)
    • the installation work completed.

    You must send us all ICT as-builts, warranty documentation and test results.

Maintaining your ICT network#

Your school property plan includes a budget for maintenance of your school ICT network.

You will need to budget for:

  • replacing cabling every 15 to 20 years using your 5-year agreement or Policy 1 funding
  • replacing switch and wireless hardware every 5 years using your furniture and equipment funding or other funding source.

Maintenance or repair work on your ICT network must be carried out by an approved ICT contractor.
