Consulting on the Annual Maximum Fee Movement rate for 2020

On 17 July 2019, the Minister of Education invited submissions on a proposed Annual Maximum Fee Movement (AMFM) rate of 2 percent or 2020. Submissions closed on 7 August 2019.

About the AMFM 

The Government regulates the maximum level by which tertiary education organisations can increase tuition fees for domestic students through the AMFM.

The AMFM applies to courses at New Zealand Qualification Framework (NZQF) level 3 or above.

The Government considers that the proposed AMFM rate of 2 percent strikes a balance between protecting the affordability of tertiary education for students, while allowing tertiary providers to keep pace with costs in 2020.

Submissions on the proposed AMFM rate for 2020 opened on 17 July 2019 and closed on 7 August 2019.

A notice about the increase, including the process for allowing exceptions to the AMFM, was published in the New Zealand Gazette.

After reviewing the submissions received in consultation, The Minister of Education set the Annual Maximum Fee Movement at 2 percent for 2020 on 16 September 2019.
