Who is eligible
For boards to be eligible for a beginning, overseas or retrained teacher allowance, the teachers they employ must:
- hold a teaching qualification recognised by the New Zealand Qualifications Authority (NZQA)
- be employed for at least 0.50 full-time teacher equivalent (FTTE) or more
- be paid from teachers’ salaries
- be a permanent staff member or long-term reliever for at least 1 full term or 10 consecutive teaching weeks.
Beginning teacher time allowance
Beginning teachers are New Zealand or overseas-trained teachers with less than 2 years of teaching experience.
If your teacher is eligible for the allowance, your school will receive the staffing time allowance.
Once the banking staffing year is closed, any eligible but unclaimed allowance is not able to be claimed.
Beginning teacher (first year) time allowance
For your school to be eligible for the beginning teacher (first year) allowance, the teacher must be:
- a teacher with teaching experience of less than 12 months
- employed part-time or full-time (0.5 to 1.0 FTTE).
They may also be:
- an overseas-trained teacher with less than 2 years' teaching experience overseas
- provisionally registered with the Teaching Council.
The time allowance entitlements are:
- For full-time teachers (1.0 FTTE) your school is entitled to 0.2 FTTE for up to 1 year.
- For part-time teachers (0.5 to 0.9 FTTE) your school is entitled to 0.1 FTTE for up to 1 year.
Beginning teacher (second year) time allowance
For your school to be eligible for the beginning teacher (second year) allowance, the teacher must be:
- a teacher with teaching experience of between 1 and 2 years
- employed as a teacher full-time (1.0 FTTE).
They may also be:
- an overseas-trained teacher with less than 2 years' teaching experience in New Zealand
- provisionally registered with the Teaching Council.
For full-time teachers (1.0 FTTE) your school is entitled to 0.1 FTTE for up to 1 year.
Overseas teacher time allowance
Schools with an overseas-trained teacher with more than 2 years' teaching experience overseas can apply for this allowance.
An overseas teacher with less than 2 years' teaching experience is considered a beginning teacher. You should apply for the beginning teacher time allowance.
For your school to be eligible for the overseas teacher allowance, the teacher must be:
- overseas trained with their first job teaching in New Zealand, or
- New Zealand trained, with no teaching experience in New Zealand, who has returned to New Zealand
- employed full-time at your school.
The time allowance entitlements are:
- For primary, intermediate, and special schools – 0.1 FTTE for up to 10 weeks.
- For composite and secondary schools – 0.1 FTTE for up to 20 weeks.
Retrained teacher time allowance
For your school to be eligible for the retrained teacher allowance, the teacher must:
- have completed, or is about to complete, a teacher retraining course approved by the Secretary for Education, and
- have less than 12 months’ teaching experience after retraining.
The time allowance entitlements are:
- For full-time teachers (1.0 FTTE) your school is entitled to 0.2 FTTE for up to 1 year.
- For part-time teachers (0.5 to 0.9 FTTE) your school is entitled to 0.1 FTTE for up to 1 year.
