Changing to a daily school bus

Schools can change from being a directly resourced school to receiving a daily school bus service at any time. If your school is part of a directly resourced network of schools, all schools in the network would have to change to a daily school bus service.

How direct resourcing works

We fund directly resourced schools to provide their own transport services for their eligible students. To be eligible, students must meet our standard eligibility criteria. We design routes for your school or network for the purposes of working out funding. Schools can choose to design their own bus routes and they decide how to deliver their services.

In some situations, students who aren’t eligible may be able to access the directly resourced bus service. This is a private arrangement between the school and the parents or caregivers. We do not require schools to arrange transport for these students.

Funding rates and payment

Funding is paid based on the Ministry designed bus routes. We review the rates each year to account for changes in transport costs. We use Waka Kotahi NZ Transport Agency index data and processes to calculate any adjustments.

The 3 components of the funding formula for each bus route are:

  • a fixed base amount per day
  • a national per kilometre rate
  • a quarterly administration fee.

Contracting a bus operator

Directly resourced schools must advertise any contract agreement with a budget over $100,000 on the Government Electronic Tender Service (GETS). Contact our school buying team for help with this.
