About the 10 Year Property Plan
The 10 Year Property Plan (10YPP) is the main property planning tool for schools. It is a requirement of their property occupancy document (POD).
School boards must develop a 10YPP so their school is well maintained and supports learning and teaching at the school.
10YPPs must be prepared by a trained consultant every 5 years for schools to access their 5YA funding.
Becoming a consultant
10YPP consultants are selected through a procurement process that is advertised on the Government Electronic Tenders Service (GETS).
In 2024, we ran an open market procurement on GETS to select 10YPP consultants. Any future open procurement for consultants will be advertised on GETS. We are not currently seeking any further consultants.

Training for consultants
The 10YPP training programme is delivered as a distance learning package. The material includes workshops, modules, exercises and assignments.
To complete the training, you should expect to spend up to 2.5 hours per day completing tasks over a period of a week and a half.
We will cover:
- our tools and methodology for condition assessments
- identifying and prioritising projects, and applying our policies
- preparing a 10YPP
- working in partnership with schools and us.
All 10YPP consultants must complete and pass the 10YPP training programme. This training is only given to suppliers who have been successful in tendering for a 10YPP bundle.
Consultant performance assessments
A consultant performance assessment will take place annually and at the end of the contract. Performance assessments help us understand consultant performance and identify areas for process and system improvements.

Getting started
After you are engaged as a 10YPP consultant, you will need to request an Education Sector Logon and complete training for our property portal. This gives you access to:
- 10 Year Property Planning Tool, to develop (with schools) a work plan of maintenance and improvements for the next 5- and 10-year periods.
- Helios portal, to access detailed school property data including programme and project data, and reporting.
- MPlan, a web-based tool, provided by WebFM, for schools and 10YPP consultants to use to capture school condition assessment data.

Download the application forms from the Applications and Online Systems site, complete it and send it to us.

Once your access has been granted:
- You will receive 1 email from WebFM with a link to set up your MPlan login.
- Training services will send an email invitation to attend compulsory online training.
- 2 to 6 business days after finishing your training, you'll receive information on how to access the Property Portal, the 10 Year Property Planner and Helios.
Only 10YPP consultants and administrators will get access to the 10 Year Property Planner. After receiving your login, create your account, and your requested schools will be added.
