About the programme

This Ministry has a target of all state schools having quality learning environments by 2030.

In June 2020, the Ministry published Te Rautaki Rawa Kura 2030 – The School Property Strategy 2030, which provides direction for how we achieve quality learning environments. Under Te Rautaki Rawa Kura 2030, achieving quality learning environments means that school property meets the Ministry’s agreed standards to support learners to succeed. This means school property is:

  • in good condition
  • fit-for-purpose
  • operationally efficient.

The NSRP is a programme through which funding is allocated to ensure school property meets these agreed standards.

The programme allows us to make sure that our available funds are spread fairly across schools that require additional funding above their 5YA and that those schools with the highest needs are addressed first.

We also want to support a healthy construction industry. The 10-year programme approach means that we can offer work to suppliers for future years and can bundle multiple projects together to offer to suppliers. This is more efficient and cost-effective for both the supplier and the Ministry.

How we plan and invest

We’re always investing in school property.

The NSRP is only one of many ways that we invest in school property. We have a range of programmes and funding mechanisms which are all helping us to deliver on Te Rautaki Rawa Kura – The School Property Strategy.

The NSRP is one of our two largest school property programmes, alongside the National Education Growth Plan (NEGP). The NSRP and NEGP look to address condition and growth pressures in schools, which are the Ministry’s two primary areas of focus for school property.

One example of our smaller school property programmes is the School Investment Package, which was announced in December 2019 and provided one-off accelerated funding for school property upgrades to all State schools.

In April 2020, the Ngā Iti Kahurangi – Improving Classrooms in Small or Remote Schools was announced. This programme provided $160 million for property improvements to 600 small or remote state schools. This was extended to around another 150 small schools in 2023.

This doesn’t include the many hundreds of projects which schools run themselves through the funding they receive to maintain their properties. We provide schools with this Five-Year Agreement (5YA) funding to schools to use over a 5-year period, to undertake maintenance and upgrades. Investment through 5YA alone is $250m a year.
