Settlement of the Adult and Community Education Staff in Schools’ Collective Agreement and other related matters

It is intended for Chairpersons of boards of trustees and principals of all state and state-integrated schools which offer adult and community education programmes.

Introduction

The ACECA 2016-2019 was settled on 16 June 2016 and has since been ratified by members of the Post Primary Teachers’ Association (PPTA) and signed by the parties.

This circular provides a summary of the changes and new provisions. The full collective agreement is available on the Ministry of Education’s website.

Key features of the settlement

Term

The term is 36 months from the date the collective agreement was signed: 22 June 2016 to 21 June 2019.

Remuneration

There will be a 2% increase in ACECA remuneration rates for ACE Co-ordinators (except for teaching coordinators whose remuneration is determined separately under the Secondary Teachers’ Collective Agreement) and the ACE Co-ordinators’ Responsibility Allowance, effective from 28 January 2017, a further increase of 2% to rates effective from 28 January 2018, and a further increase of 2.5% effective from 28 January 2019.

Boards continue to have the ability to pay ACE staff at above the rates stated in the ACECA, as it is a minimum rates document.

Review of outdated elements of the ACECA

The 2013 Terms of Settlement included agreement that a working party comprising representatives of the New Zealand School Trustees Association (NZSTA), the PPTA, and the Ministry of Education would review the provisions of the ACECA, and proposed updates to be adopted in the 2016 bargaining.

That work was completed in late 2015, and the 2016 Terms of Settlement provide for the agreed changes to be incorporated into the ACECA 2016-19.

Individual Employment Agreements for ACE Staff

The ACECA will apply to community education staff who are (or become) PPTA members and new employees coming under the coverage of the ACECA.

New promulgated Individual Employment Agreements (IEAs) reflect the changes to the conditions of non-teaching co-ordinators, professional supervisors and liaison assistants.

IEAs for ACE staff (excluding teaching co-ordinators and grand-parented co-ordinators) and for teaching co-ordinators can be downloaded from the Ministry’s website.

ACE staff who are currently covered by the ACECA but are not members of PPTA may be offered the newly promulgated IEA to access the applicable terms and conditions of the ACECA 2016-2019.

IEAs are only effective from the date of signing and cannot be effective before the date they were promulgated by the Secretary for Education (22 June 2016).
