Introduction
Purpose of this circular
This circular provides information about the:
- purpose of Te Kura's government-funded supplementary dual tuition provisions
- responsibilities of schools registering students with Te Kura for supplementary dual tuition, and
- circumstances in which Te Kura may terminate supplementary dual tuition arrangements.
What has changed?
From Term 1 2010 Te Kura can terminate dual tuition arrangements where its return of work and course requirements are not being met.
What is unchanged?
The eligibility criteria set for Te Kura's supplementary dual tuition, the student related responsibilities and the level of government funding have not changed.
Eligibility criteria
The eligibility criteria set by the Minister of Education for Te Kura enables all state, state-integrated and registered private schools to register students for supplementary dual tuition.
These eligibility criteria are published as The Correspondence School Enrolment Policy 2010 available from Te Kura.
Dual tuition cost
Government meets the dual tuition cost for all students meeting the eligibility criteria set by Te Kura's enrolment policy. The total annual dual tuition cost of approximately $23 million (GST inclusive) is in addition to school staffing entitlements, operational funding and per student subsidies.
Dual tuition purpose
Te Kura's government funded supplementary dual tuition provisions are for curriculum adaption and for curriculum capability purposes.
Curriculum adaptation
Curriculum adaptation covers circumstances where a student's school of enrolment is unable to provide the required specialist programming or curriculum adaptation. These circumstances generally relate to students with special education needs, or who are gifted and talented, or who are not progressing or achieving at the rate expected for their age and stage.
Curriculum capability
Curriculum capability registrations enable, generally smaller schools, to provide a full and balanced curriculum. The criteria cover circumstances in which the school of enrolment cannot provide the subject or course concerned.
Responsibilities
Enrolment accountabilities
A student aged between 6 and 15 can only enrol with one school.
A dual student's relationship with Te Kura is one of registration for supplementary tuition. It is not an enrolment relationship as these accountabilities remain with the school of enrolment.
School of enrolment
The student's school of enrolment retains the accountability for the dual student's attendance, pastoral care and educational outcomes. The school of enrolment:
- is required to provide an appropriate and supervised place of study, a comparable level of access to the library, information technology and pastoral care services to that for its other students, along with electronic and telephone access to Te Kura
- is responsible for the student's assessment and educational records and NCEA registrations
- is responsible for the student meeting Te Kura's return of work and course completion requirements, and
- must have a signed Dual Tuition Service Level Agreement in place with Te Kura.
Students aged 6-15 must attend their school of enrolment whenever it is open for instruction and boards of trustees are required to take all reasonable steps to ensure that students attend1. Principals must not allow students 6-15 to undertake Te Kura dual tuition study at home during the hours that their school of enrolment is open for instruction.
Te Kura
Te Kura is responsible for:
- maintaining a Service Level Agreement with all schools registering students for dual tuition
- providing the tuition, curriculum materials and assessment services for the subject or course for which the student has been registered by their school of enrolment, and
- monitoring all dual tuition registrations to ensure that its return of work and course requirements are met.
Withdrawal circumstances
All dual students, in each course or subject for which they are registered, must return completed or assessable work to Te Kura at least monthly.
From the beginning of the 2010 school year, Te Kura will advise schools by email about students who have not returned work for the previous month. This notification will advise that the student will be automatically withdrawn from the subject or course if no work is returned in the next month, that is for two consecutive months.
Schools will receive a further email notification if the student does not return work in the second month. This notification will confirm that the student has been withdrawn from the course or subject.
Please note that dual students who are withdrawn in these circumstances cannot be reinstated or re-registered for that course or subject for the remainder of that school year.
