About the enrolment scheme

This is to:

  • help the Board to manage the risk of overcrowding
  • provide a fair and transparent process for enrolment, and
  • to ensure we are making the best use of schooling facilities across the network of local schools.

If overcrowding occurs or is likely to occur at a State school, the Ministry of Education must establish an enrolment scheme for the school.

Home zone

A key part of an enrolment scheme is the home zone.

All learners/ākonga who live within the home zone of Silverstream (South) Primary School will have an entitlement to attend the school and those that live outside the home zone may be accepted if there are out-of-zone places available and an application meets requirements.

To be able to do this, boards at state schools keep an eye on the number of applications received from in-zone students to help them determine the places they might have available for out-of-zone students once all in zone enrolments are accepted.

Students already enrolled at Silverstream

All students who are already enrolled at Silverstream (South) Primary School before the enrolment scheme commences are entitled to stay at the school. Siblings of current students will have priority access to any out-of-zone places offered by the school.

Transitional arrangement

A transitional arrangement (often referred to as grandparenting) can be included in new or amended zones to help reduce the impact of enrolment schemes to families that are already enrolled at the school. This means that younger siblings can enrol at the same school as their older brother or sister and gives families certainty about their enrolment eligibility, without having to wait for an out of zone process. It means these students would be treated as in-zone and have the same entitlement to enrol as if they lived in the home zone.

Transitional arrangements do not apply to everyone – criteria must be met.

In the case of a new enrolment scheme, the requirements are: 

  • the student has a sibling who is enrolled at the school at the time that the new enrolment scheme is implemented, and
  • who is still enrolled at the time the student wants to enrol.
