About the enrolment scheme#

Enrolment schemes are needed to:

  1. help the school board manage the risk of overcrowding
  2. provide a fair and transparent process for enrolment, and
  3. to ensure we are making the best use of schooling facilities across the network of local schools.

Home zone#

A key part of an enrolment scheme is the home zone.

The proposed home zones (year 1 to 8 and year 9 to 13+) for Hurunui College set out geographic areas from within which students would have a right to enrol at the school. The Year 9 to 13+ home zone has been designed to include the entirety of the local area of feeder schools that are not within a home zone of a primary and secondary education provider. This will mean that all students residing in the respective areas will have the right to enrol at a local school.

All ākonga | learners who live within the relevant home zone of Hurunui College will have an entitlement to attend the school and those that live outside the home zone may be accepted if there are out-of-zone places available and their application meets the legislated requirements.

To be able to do this, boards at State schools keep an eye on the number of applications received from in-zone students to help them determine the places they might have available for out-of-zone students once all in-zone enrolments are accepted.

Students already enrolled at Hurunui College#

All students who are already enrolled at Hurunui College before the enrolment scheme commences are entitled to stay at Hurunui College. Siblings of enrolled students will have priority access to any out-of-zone places offered by the school.

Any siblings of current students currently residing outside the proposed zone may be able to enrol at the school as if they were in zone under the specific “additional entitlement to enrol” provision should this be approved. This is also known as 'Grandparenting'.

The enrolment scheme is proposed to start from 1 January 2026 (Term 1).

Information about the consultation#

This consultation is about the enrolment scheme for Hurunui College. Changes to the enrolment schemes for other schools are not being considered as part of this process.

It is important that we hear and understand community perspectives before we establish this new enrolment scheme at Hurunui College, especially the design and practical implications of the home zone.
