Better Public Services (BPS)

Better Public Services is creating a public sector that responds effectively to the needs and expectations of New Zealanders. As a part of the Better Public Services programme, established in 2012, Government set down a number of targets, including in Education.

The Ministry of Education is the lead agency on boosting skills and employment, and we work with the Ministry of Social Development to support vulnerable children. Our ultimate goal is to equip young people with the skills to live a fulfilling life and contribute to New Zealand’s economic prosperity.

Changes to BPS Targets in Education

BPS targets set in 2012 for education focussed on two areas; increasing the rate of new entrants at primary school with experience of quality Early Childhood Education (ECE), and ensuring more 18 year olds had NCEA Level 2, or a higher qualification.

More children than ever are now experiencing ECE before primary school, and the percentage of 18 year olds with NCEA Level 2 has reached record highs.

While these are no longer BPS targets, they remain goals that inform the ongoing work of the Ministry with early childhood services and schools.

New Better Public Service Targets for Education

The Government has introduced new Better Public Service targets to raise the achievement of children and young people; one in mathematics and pāngarau, and the other in writing and tuhituhi.

The targets are to have at least 80% of Year 8 students, by 2021, reaching the National Standard or Ngā Whanaketanga Rumaki Māori expectations in these areas.

More young people with higher qualifications

This BPS target is to have 60% of 25-34 year-olds, in 2018, with a tertiary qualification at Level 4 or above.
