School boards and proprietors share responsibility for property upkeep
Boards and proprietors have specific responsibilities for their integrated school property:
- School boards are responsible for day-to-day maintenance.
- Proprietors are responsible for capital works including major repairs, refurbishments, or upgrades to property.

Day-to-day maintenance
State-integrated school boards get funding for day-to-day maintenance through our property maintenance grant. This funding is generally for work that is cyclical or unforeseen.
The school board should inform its proprietor of any major work that needs doing and have a cyclical maintenance plan for recording future works including painting.
How we work out funding for day-to-day maintenance
The amount state-integrated school boards get is based on the amount of integrated property. It can be up to a maximum gross square metre envelope as calculated by the School Property Guide (SPG).
You can view your property maintenance grant (PMG) notice on the property portal. This is updated in December (indicative) and July (actual) each year.
We pay this funding directly into your school’s bank account in quarterly instalments as part of your operational funding.

Upgrades and improvements - capital maintenance
Proprietors are responsible for capital works on the school property. This could include major repairs, replacements or upgrades. We help proprietors by providing Policy One funding for this type of work.
We expect proprietors to pay for learning support property modifications and most health and safety upgrades from Policy One funding.
Policy One can't be used for new buildings or extensions. Proprietors must use their own funding such as attendance dues for this.
How we work out Policy One funding
Policy One funding is calculated on a per-student rate. The annual amount is calculated on the July school roll and is paid to the proprietor quarterly. Funding must be spent on integrated property and should cover capital maintenance costs.
Proprietors should have a property plan that sets out future capital maintenance work.
A proprietor of more than 1 school can pool its funding to spread it across their schools.
Policy Two funding
When a proprietor applies for a maximum roll increase, we may provide Policy Two funding to help with the costs of new classrooms. Availability of this funding varies from year to year. This funding is not always available.

Board funding
A school board can contribute its own funding towards some property projects with approval from us and their proprietor. In some cases, this property may not be eligible for:
- integration or
- maintenance funding from us.
