Who is affected by the changes

Secondary teachers who are members of Post Primary Teachers' Association Te Wehengarua are automatically bound by the Secondary Teachers’ Collective Agreement 2022-2025 (STCA).

Secondary teachers who are not union members and who have signed the corresponding Individual Employment Agreement receive the terms and conditions based on that agreement.

What you need to know now

Removal of 11% salary loading for part-time teachers

From 28 January 2025, no part-time teacher will receive 11% salary loading.

Teachers who are permanently employed through 2025 will have their full-time teaching equivalent (FTTE) increased by 11% automatically.

The school has to make these changes in the EdPay Start of Year screen for any fixed-term teachers whose term goes into 2025. EPL will provide guidance on how do this.

All part-time teachers must be timetabled for 80% classroom contact time and 20% non-contact time.

Introduction of Pastoral Care Time Allowances (PCTA)

Every school will receive 1 or more PCTAs which are to be allocated based on their school roll and equity index. These will appear in your staffing entitlement in September 2024. You can see these in Pourato.

A teacher cannot receive more than 3 PCTAs.

These changes are set out in part 3 of the collective agreement.

From 28 January 2025, the Pastoral Care Time Allowances will be available to provide additional time for secondary teachers directly involved in pastoral care or career guidance for students.

Term 4 2024 – 14 October to 20 December

Changes on 2 December 2024:

  • The third and final increase to the base salary scale for trained teachers. The new minimum salary is $61,329 and the maximum is $103,086.
  • The third and final salary increase for untrained teachers. The new minimum salary is $53,155 and maximum is $88,864.
  • The closedown for schools takes effect again this year to comply with the Holidays Act 2003. Read our guidance to understand the closedown requirements.

Term 1 2025 – 27 January to 11 April

Changes in Term 1 2025:

  • Removal of 11% salary loading for part-time teachers. Change set out in part 5 of the collective agreement.
  • Pro-rated non-contact time for part-time teachers. All part-time teachers must be timetabled to have 80% contact time and 20% non-contact time. Change set out in part 5 of the collective agreement.
  • Introduction of pastoral care time allowances. Change set out in part 3 of the collective agreement.
