Who is affected by the changes

Area school teachers who are members of New Zealand Education Institute Te Riu Roa (NZEI) or Post Primary Teachers' Association Te Wehengarua (PPTA) are automatically bound by the Area School Teachers’ Collective Agreement 2023-2025 (ASTCA).

Area school teachers who are not union members, and who have signed the corresponding Individual Employment Agreement, receive the terms and conditions based on that agreement

What you need to know now

Removal of 11% salary loading for part-time teachers

From 28 January 2025, no part-time secondary teacher will receive 11% salary loading. 

Part-time secondary teachers who are continuously employed through 2025 will have their full-time teaching equivalent (FTTE) increased by 11%. 

Secondary are the only teachers affected by these changes. Area and composite schools will have to identify those teachers who are teaching 80% or more of their time in Years 7-13. 

The school has to make the changes for these part-time teachers in the EdPay Start of Year screen. EPL will provide guidance on how do this. 

All part-time teachers must be timetabled for 80% classroom contact time and 20% non-contact time.

Introduction of pastoral care time allowances (PCTA)

Every school will receive 1 or more PCTAs which will be allocated based on their school roll and Equity Index number. These will appear in your staffing entitlement in September 2024. You can see these in Pourato.

A teacher cannot receive more than 2 PCTAs.

These changes are set out in part 3 of the collective agreement.

From 28 January 2025, the Pastoral Care Time Allowances will be available to provide additional time for area school teachers who predominantly teach students in years 7 to 13 and are involved in pastoral care or career guidance.

Term 4 2024 – 14 October to 20 December

Changes on 2 December:

  • The third and final increase in base salary scale for trained teachers. The new minimum salary is $61,329 and maximum is $103,086.
  • The third and final salary increase for untrained teachers. The new minimum salary is $53,155 and maximum is $57,496.

No action is required.

These changes are set out in part 3 of the collective agreement.

Term 1 2025 – 27 January to 11 April

Changes for teachers in Years 1 to 6:

  • The third and final increase in non-contact time. The maximum average timetabled teaching time must be reduced to 22.5 hours per week.
  • The third and final increase in the non-contact provision for part-time teachers employed for 0.8 FTTE or more each week. The maximum average timetabled teaching time must be 0.9 of the hours they are employed for.
  • A teacher who holds 1 or more permanent units will have their average maximum timetabled teaching time decreased by an additional 1 hour per week.
  • Introduction of pastoral care time allowances.

Changes for teachers in Years 7 to 13 are:

  • Increase in release time for part-time teachers. They must be timetabled to have 80% contact time and 20% non-contact time.
  • The removal of 11% salary loading for part-time teachers.

These changes are set out in part 4 of the collective agreement.
