Who can make a referral to Te Kahu Tōī IWS

Referral to Te Kahu Tōī is appropriate when the rangatahi | young person has already received comprehensive support, and fully used local services.

The following education services which are supporting the young person can submit an application for Te Kahu Tōī IWS:

  • Ministry of Education learning support services
  • the Resource Teacher Learning and Behaviour (RTLB) service
  • day specialist schools and other Ongoing Resourcing Scheme (ORS) fundholders.

Application process

The referrer makes the application together with the whānau | family and others supporting the child or young person.

The application must include:

  • Information about the young person including their current home and school situation.
  • Agencies and supports that are currently involved.
  • A summary of the young person's behaviour, social and/or learning needs in all settings.
  • A history of the interventions and learning support services tried in the last 2 to 3 years and their results.
  • A description of how the wraparound model could help the young person and their family.

Application submission and review process

Submit the referral to your regional Te Kahu Tōī IWS prioritisation panel. An email address for each region is on the application form.

Prioritisation panels meet at least once per school term to review and prioritise referrals. The panel includes a minimum of:

  • a school principal
  • a Ministry of Education manager
  • an RTLB cluster manager

the IWS service manager (advice only).
