About the PMA
School boards may only apply for the PMA to maintain programmes for students in Year 10 and above. They cannot use it to introduce new programmes.
We grant the PMA for up to 1 year and schools must use it for the purpose we grant it for.
The allowance is normally less than 1.00 full-time teacher equivalent (FTTE). It will not increase a staffing entitlement to a level above the previous year.
If a school's entitlement increases during the 1 March roll confirmation process, its PMA reduces by the same amount.
Eligibility
The PMA is available in exceptional circumstances when a school’s staffing entitlement has fallen by 1.00 FTTE or more.
We will only consider applications if a Curriculum and Pastoral Needs Analysis (CAPNA) has been completed. Te Whakarōputanga Kaitiaki Kura o Aotearoa (formerly New Zealand School Trustees Association) will help your school run this process.

How to apply
The board can apply for support if the CAPNA identifies the need for a full-time teacher to deliver the curriculum.
When we evaluate your application, we consider the teaching commitments your school needs to deliver the affected programmes.
