The Authorisation Board

The Authorisation Board will make decisions on key matters such as:

  • the evaluating and approving new charter schools or state school conversions and  
  • use of interventions, including closing a charter school. 

It will also have oversight of the performance management system and provide strategic advice to the Minister responsible for charter schools on key policy settings. 

The Authorisation Board will be formally established as a statutory board in the Charter Schools | Kura Hourua legislation, if Parliament agrees to it, with between 5 and 9 members appointed by the Minister of Education.  

The Establishment Board will continue until the legislation is passed and the Authorisation Board is appointed, expected in late 2024. 

In the future, the Minister will be able to direct a state school to enter the conversion process.
