Programme of change for the institutes of technology and polytechnic subsector and vocational education

In March, the Minister presented to Cabinet his approach to a programme of change for the institutes of technology and polytechnic (ITP) subsector.

The paper describes the preliminary case for action, as well as the broad types of options the Minister expects to consider. Stakeholder engagement on the case for action and options for change will be through the Tertiary Education Commission’s "ITP Roadmap 2020" project.

The TEC’s advice on ITPs has also been released and can be found on the TEC website(external link).

The TEC’s advice (at link) includes the papers “Background for a first discussion about ITP viability”, and “Proposed approach to stakeholder engagement for the ITP Roadmap Project”.

The Annotated agenda [PDF, 2.2 MB] supported an early discussion between the Minister of Education and officials about the Institutes of Technology and Polytechnics sector and vocational education more broadly. Subsequent advice develops the ideas further.

The report: Scope and process for the VET system review [PDF, 5.5 MB] sets out the proposed scope for a review of vocational education and training, including the four themes that will shape the review, and how the Ministry will work with stakeholders to conduct it.
