Annual Maximum Fee Movement
Every year, the Government regulates the maximum level by which tertiary education organisations (TEOs) can increase tuition fees through the Annual Maximum Fee Movement (AMFM).
The AMFM applies to domestic students enrolled in courses that receive government funding at New Zealand Qualifications Framework (NZQF) Level 3 or above.
Prior to setting the AMFM, the Minister responsible for tertiary education consults on the conditions of the AMFM notice. This notice is published in the New Zealand Gazette and people are invited to send in their submissions.
The Minister of Education invited submissions on a proposed AMFM rate of 2% for 2019 on 6 July 2018. Submissions closed on 27 July 2018.
After considering the submissions received, the Minister announced a 2% AMFM for 2019 on 17 August 2018.
